RII was founded on the conviction that the warfighter and their allies deserve technology that translates complex data into decisive action without friction. Rich Briggs

Founder, Chairman, Chief Technology Officer

Rich founded RII in 2009 and has built it into a 350-person defense technology company operating across the globe. As CTO, he drives the technical direction behind RII's AI-enabled products — focused on human-machine teaming, Command and Control (C2), and getting emerging technology into the field at the speed of relevance. When there's a hard problem, Rich dives in to break things and then drive them to the next level.

Jack Harrington

Chief Executive Officer

Jack has spent over 30 years leading technology businesses and delivering advanced engineering solutions across Command and Control (C2), sensor systems, and cyber. Before RII, he served as CEO of Thales-Raytheon Systems, where he delivered the industry's largest Air C2 system — covering over 10 million square kilometers of NATO airspace. Every cohort of new RII hires gets a brief from Jack. He loves onboarding new people and sharing stories.

Matt McKelvey

Chief Financial Officer

Matt leads RII's financial operations, optimizing the high-performance infrastructure required to deliver for customers and drive profitable growth. He spent more than 20 years advising government contractors through The McKelvey Group, helping companies scale from small to large business without losing the plot. Colleagues across CONUS are unanimous on one thing: Matt is the fastest talker on either side of the Mississippi.

RII's products are designed from the ground up for coalition interoperability — not adapted for it. PRIISM's architecture supports multi-national data sharing, configurable network boundaries, and bi-directional targeting coordination across allied force structures.

Ministry of Defence 

RII has partnered with the UK Ministry of Defence since 2017, developing joint and multi-domain C2 capabilities in support of UK Defence's data strategy. Our team in London works directly alongside the British Army, delivering the same targeting and decision-support capabilities proven with U.S. joint forces.

Canadian Armed Forces 

RII has supported the Canadian Armed Forces and the Canadian Joint Warfare Centre for over a decade, delivering joint C2 software prototypes that support multilateral coalition coordination and joint targeting doctrine development for the CAF.
