for the U.S. Army’s Unified Network Operations (UNO)

RII brings a C2-driven approach to modernizing Army NetOps
ALEXANDRIA, Va. [October 8, 2025] — Research Innovations, Inc. (RII), a leading provider of advanced defense, intelligence, and cyber technology solutions, today announced its selection as the sole awardee for Phase II of the U.S. Army Program Executive Office Command, Control, Communications and Networks (PEO C3N) Unified Network Operations (UNO) Tactical NetOps (TNO) prototype. RII’s win follows a highly competitive Other Transaction Authority (OTA) Phase I down select that featured five major defense technology firms.
UNO delivers a centralized capability for planning, operating, monitoring, and securing Army tactical networks—improving resiliency and enabling commanders to treat the network as a true warfighting asset.
In an interview on Federal News Network’s “Ask the CIO” podcast at the 17:50 minute mark, Lt. Col. Keith Jordan, former Product Manager, Tactical Cyber and Network Operations (PdM TCNO), PEO-C3N, said UNO TNO is “going to significantly enhance our signal soldiers’ ability to plan, operate, monitor, install their network, which is also going to enable our commanders to make better decisions because we’re going to be able to actually operationalize the network like we’ve never been able to in the past.”

Delivering an Intuitive, Soldier Focused, Modular Solution
During the 10 month Phase II effort, Team RII, comprising CodeMettle, Resilient Cognitive Solutions (RCS), and Sherpa 6 will:

Co create the UNO TNO prototype with the Army’s 25th Infantry Division, conducting operational events that culminate in the Joint Pacific Multi-National Readiness Center (JPMRC) Exercise 26-01. Insights will directly inform the Army’s ongoing Next Generation Command and Control (NGC2) initiative.

Provide a modular, scalable, open software architecture with an intuitive user interface that simplifies operations across tactical echelons, seamlessly integrates with current and future Army networks, and boosts signal soldier productivity.

Enhance lethality, survivability, and speed of decision for commanders and staff by integrating NetOps data and workflows into the broader C2 ecosystem.
